Public Transport Pass Reimbursement

In accordance with the provisions of Law no. 199/2023 – the Higher Education Law – Article 128 (3), Law no. 272/2004, republished, with subsequent amendments and additions – Article 64 (1) regarding the protection and promotion of children’s rights, and Government Decision no. 811 of 8 September 2023 approving the Methodological Norms on the granting of facilities for domestic railway and metro transport for students, “Students enrolled in full-time study programs at accredited higher education institutions benefit from a 90% discounted fare on local public transport, domestic road transport, metro transport, as well as domestic railway transport on all categories of trains, second class, and naval transport, throughout the entire calendar year, until reaching the age of 30. Students with one or both parents deceased, as well as students coming from foster care centers or who have been placed with extended family, substitute families, or foster carers, benefit from free transport for these categories of transport.”
From the start of the academic year until 30 November inclusive, students may travel on the basis of a student ID validated for the previous academic year for transport discounts/free travel, or on the basis of the student booklet/card, in the case of Romanian citizen students enrolled in full-time study programs at educational institutions abroad, validated for the previous academic year. For first-year students, a certificate issued by the higher education institution for the current academic year will also be accepted, with the exception of final-year students, who may travel only until 30 September inclusive.
Students enrolled in the 2024–2025 academic year (30 September 2024–30 September 2025) who wish to obtain reimbursement for STB public transport subscriptions must follow the steps below:
- Obtaining a personalized ACTIV card, issued free of charge upon first issuance, from any STB SA Card Issuance and Recharge Center, based on the identity card (BI/CI) and a student ID validated for the current year;
- Purchasing public transport subscriptions from STB kiosks, based on the ACTIV card, student ID, and identity card (CI/BI);
- Reimbursement is carried out at the Social Office within UNArte. Students from each faculty within UNArte are entitled to reimbursement of monthly subscriptions discounted by 90%/100% (reimbursed amount: RON 72/80 per month).
- The procedure through which UNArte students benefit from the reimbursement of subscriptions issued by the Bucharest Transport Company (STB) for local public transport is carried out by presenting the following documents at the Social Office, located within the Study Documents Office, 1st floor, room 17:
- Copy of the identity document – submitted only once, at the first reimbursement;
- Fiscal receipt for the purchase of the subscription, stamped on the reverse – original (receipts that do not have the same series as that shown on the copy of the ACTIV card may be reimbursed only if proof is provided from the STB General Directorate indicating the card series, in the case of a lost card, or a screenshot from the account page at https://online.stbsa.ro – submitted monthly;
- Copy of the STB card showing the student’s name and the card series clearly;
- Bank account statement – submitted only once, at the first reimbursement, or when the account number changes;
- For students with one or both parents deceased, as well as students from foster care centers or who have been placed with extended family, substitute families, or foster carers, supporting documents proving the situation.
If the public transport subscription is obtained via the YOUth TB platform, a payment confirmation email will be received containing two PDF documents: INVOICE and TRAVEL TITLE DETAILS – these documents replace the stamped receipt normally issued at the STB counter when purchasing the subscription.
Documents containing erasures, alterations, or additions, documents that are damaged or illegible, as well as subscriptions submitted after the reimbursement deadline reached for that period, are not considered valid for reimbursement.
Please note that, after the first reimbursement, the original stamped fiscal receipt for the purchase of the subscription must be deposited in the subscription box located at the entrance of the University, near the staircase. On the back of the receipt, the following must be clearly indicated: surname and given name, specialization, year of study, and the date the receipt was deposited.
Reimbursement of student subscriptions is carried out as follows:
- For documents submitted between the 1st and 14th of the month, reimbursement is made within the same month;
- For documents submitted after the 14th of each month, reimbursement is made in the month following submission;
- Reimbursement is carried out separately for each financial year (October–December versus January–September).
